Traffic
Florida House District 87, is one of the most beautiful places in the world to call home. With year-round great weather and pristine Atlantic beaches, it's no wonder so many people want to be here.
It has one major drawback: traffic.
Our roads weren’t designed for the surge in population or the harsh environmental conditions that speed up wear and tear. Heavy rains overwhelm our drainage systems, flooding streets and turning commutes into nightmares.
Tragic jams affect all of us. They:
-
Turn short drives into long, stressful waits
-
Increase accident risks and strain health care
-
Burn extra fuel, driving up costs for families
-
Pollute our air, worsening health and environment impacts
-
Make it harder to get to work, school, or medical appointments on time
This isn’t just an inconvenience; it’s a quality of life issue.
Palm Beach County’s current plans rely mostly on widening roads and modest public transit expansions. That’s not enough. We need smarter tech driven solutions.

Innovative Traffic Congestion Solutions
1. I’d introduce the District 87 Smart Signals Act.
-
Install Bluetooth-enabled adaptive traffic signals at 50 key intersections from Jupiter to West Palm Beach
-
Sync lights and update signs in real time to smooth flow
-
Secure $20 million in state innovation funds
-
Could cut 10-15 minutes off peak commutes.
2. Vehicle-to-Vehicle Safety Network
-
Support technology that lets cars “talk” to each other with real time data on speed, breaking, and location
-
Prevent accidents by warning drivers of sudden stops or hidden hazards
-
Reduce traffic slowdowns caused by collisions

3. Smart Drainage Upgrades
-
Introduce sensor-based stormwater drains in flood-prone roads
-
Prevent backups during heavy rain
-
Protect commutes, reduce roadway damage, and improve safety

Traffic doesn't just slow us down, it drags down our economy, our health and our daily lives. With smart cost effective innovations, District 87 can lead Florida in building, safer, faster, and more reliable roads.
Environment
Florida House District 87 is blessed with an exceptional natural environment with sea turtle nesting beaches, migratory bird habitats, thriving native wildlife, and the beauty of the Atlantic shoreline. Our biodiversity supports eco-tourism, outdoor recreation, and healthier communities, connecting us to nature and strengthening our local economy.

The Challenges We Face
But our natural advantages are under threat:
-
Sea-Level Rise & Flooding. Rising seas drive coastal flooding, saltwater intrusion, and storm surge damage.
-
Erosion – 75% of our shoreline is eroding; in Palm Beach County, 33.6 miles of beaches are critically eroded, directly threatening A1A, a hurricane evacuation route.
-
Storms & Hurricanes – Heavy rains and tidal surges damage homes, roads, and ecosystems.
-
Water Pollution – Nutrient runoff fuels harmful algal blooms in Lake Worth Lagoon.
-
Urban Development – Expanding construction reduces vital habitats for wildlife, including sea turtles and birds.
Smart, Sustainable Solutions

1. Large-Scale Living Shorelines with Hybrid Tech
-
Create dynamic coastal protection systems combining oyster reefs, mangroves, and wave-attenuating devices like submerged breakwaters.
-
Proven in Louisiana, this hybrid model offers a flexible, natural defense against storm surge while improving water quality and marine habitat.
-
Target District 87’s erosion hot spots, like Juno Beach, and use state resilience grants to fund projects.
-
A better alternative than static seawalls or canal-only systems - resilient, adaptive, and eco-friendly.
2. Solar Canals: Energy + Water Conservation
-
Install solar panels above canals, producing clean energy while shading water to reduce evaporation.
-
Benefits:

-
Renewable electricity with no extra land use.
-
Reduced algae and weed growth by blocking excess sun.
-
Lower canal maintenance costs.
-
Cooler solar panels = higher efficiency.
-
-
Successful in California and India - District 87 can lead Florida in adopting this dual-use, environment-smart technology.

Affordability
Palm Beach County’s economy is strong and diverse—tourism, technology, agriculture, and healthcare bring jobs that pay above the state average. With low unemployment and no state income tax, means greater chances for career growth.

But rising costs are squeezing homeowners and renters:

-
Home Insurance Crisis: Florida has the highest insurance rates in the U.S., and they keep rising. FEMA added 2,000–3,000 new flood zones this year, forcing many into costly coverage.
-
Climate Costs: Hurricanes, flooding, and sea-level rise drive premiums higher and make housing unstable.
-
Housing Crunch: High prices push workers to commute long distances or leave entirely—weakening local communities and our economy.

Smart, Immediate Solutions
1. Protect Homeowners from Runaway Insurance
-
Temporary Rate Caps & Relief: Freeze premium hikes for one year (limited to inflation) and provide subsidies for families earning up to 200% of the federal poverty level.
-
Fund Relief Responsibly: Use state reserves or federal disaster aid to keep people in their homes.
-
2. Attract Insurance Companies Back to Florida
-
Incentives for Insurers: Lower fees and offer tax breaks to companies that commit long-term and cover high-risk areas.
-
State Reinsurance Program: Reduce overall risk and costs, following models from other states.
-
Depopulate Citizens Insurance: Gradually shift policies to private insurers by offering reinsurance support and tax credits.
3. Rethink Housing with “Village” Conversions
-
Golf Course & Country Club Conversions: Turn underused land into affordable multi-generational villages.
-
Family-Friendly Design: Mix tiny homes, shared childcare/eldercare facilities, and green spaces.
-
Cost-Saving Infrastructure: Add solar, gardens, and walkability to cut utility bills and traffic congestion.
It’s not freedom if families can’t afford to stay. Real freedom means stability, security, and a community that lasts.
